The second is to optimize environmental access. We will improve the level of administrative examination and approval services, and implement the first inquiry responsibility system and one-time notification service system for the problems encountered in enterprise investment and construction projects. We will continue to implement the "three accounts" and the green channel mechanism for the examination and approval of environmental assessment, and open up green channels for major private investment projects that meet the requirements of ecological and environmental protection. For construction projects that meet the requirements, under the voluntary principle of enterprises, explore the implementation of "integration of examination and approval" of environmental assessment and pollutant discharge permits. Strengthen the investment policy guidance for construction projects, and strengthen the convergence of administrative license items for the same construction project invested by enterprises that involve multiple administrative license items in the field of ecological environment.

The third is to optimize environmental law enforcement. Implement positive list management of eco-environmental supervision and law enforcement, and disturb law-abiding enterprises in everything. We will continue to standardize enterprise-related fees and fines, regularly clean up and standardize business-related fees in the field of ecological environment, do a good job in standardizing business service charges and intermediary service charges, and promote the management of disguised charges, low quality and high prices, and effectively reduce the burden on enterprises. It is strictly forbidden to adopt an across-the-board approach in the field of ecological environment, to coordinate the protection of people's livelihood and emergency emission reduction, and to implement performance grading and differentiation control.

Fourth, increase policy support. Strengthen financial and financial support, develop green finance, and promote eco-environment-oriented development (EOD) and other model innovation. We will support participation in environmental rights and interests trading, encourage enterprises to voluntarily develop greenhouse gas emission reduction projects, and participate in national carbon emission rights and national voluntary greenhouse gas emission reduction trading markets. We will support excellence and pilot demonstration, encourage private enterprises to create A-level enterprises with environmental performance, and implement relevant incentive policies. Establish a typical case display platform for green development, and guide all kinds of market entities to contribute to the creation of a beautiful leading area in China.

In the aspect of deepening the reform of EIA, it is proposed to promote the classified management of EIA in an orderly manner, standardize the compilation of EIA documents, intelligently assist the pilot of examination and approval, and optimize the hierarchical management of EIA examination and approval. To promote the coordination and convergence of EIA and pollutant discharge permits, for construction projects with relatively single process, less environmental impact and short construction period, after going through the EIA examination and approval procedures in accordance with the relevant provisions, if there is no change in the production process, main raw and auxiliary materials, main fuels, types and emissions of pollutants, and major changes are not involved, there is no need to re-apply for EIA and shall be directly incorporated into the management of pollutant discharge permits.

In the aspect of optimizing the management of the total amount index, it is proposed that on the basis of the strict implementation of various pollution prevention and control measures, for the construction projects in which the annual emissions of nitrogen oxides, chemical oxygen demand and volatile organic pollutants are less than 0.1 tons and ammonia nitrogen is less than 0.01 tons, it is exempted from submitting the source description of the total index, and the local ecological and environmental departments will co-ordinate the total index to replace the source and bring it into account management.

In terms of reducing the number of enterprise forms, it is proposed to make full use of the existing data of system platforms such as environmental statistics, pollutant discharge permits, environmental assessment and approval, establish data sharing mechanisms, realize data interconnection, simplify report filling, and promote "integration of multiple forms". Explore measures such as "reporting at most once"; encourage provincial ecological and environmental departments to carry out pilot reforms to reduce the burden on enterprise-related reports.

In the aspect of standardizing credit evaluation, it is proposed to reasonably define the evaluation object, insist on the equivalence of excessive punishment, make clear the boundary conditions applicable to the evaluation results, and promote the decision of ecological and environmental administrative punishment before a certain period of time, which is not included in the scope of environmental protection credit information; popularize the credit commitment system of environmental protection We will improve the credit repair system for environmental protection of enterprises, improve the credit repair mechanism, guide enterprises to "correct mistakes and revive", and help enterprises to "repair as much as possible".

In other aspects, the "several measures" also put forward innovative measures such as supporting large-scale equipment renewal, strengthening scientific and technological support for the ecological environment, strengthening investment policy guidance for construction projects, and strengthening financial and financial support.

In order to ensure the smooth implementation of various measures, the "Several Measures" propose three safeguard measures: first, improve the working mechanism and improve the working mechanism of the ecological and environment department in the region to promote the development of the private economy; and smooth the flow of complaints and reports by private enterprises, and reflect problems.
