    Recently, the Development and Reform Commission of Shanxi Province issued the "Management Catalogue of the" Two Highs "Projects in Shanxi Province (2024 Edition)"(hereinafter referred to as the "Management Catalogue").

    The "Management Catalogue" covers six categories, including petroleum, coal and other fuel processing industries, chemical raw materials and chemical product manufacturing industries, etc. After the major categories, they are subdivided into 23 sub-categories industries, with 37 main products produced or processes included.

    There are 14 types in the chemical industry that have entered the catalog, namely coal-to-coal coke, coal-to-natural gas, coal-to-oil, coal-to-methanol, coal-to-olefins, coal-to-ethylene glycol, caustic soda, soda ash, calcium carbide, yellow phosphorus, synthetic ammonia, urea, monoammonium phosphate, and diammonium phosphate.

    The "Management Catalogue" clarifies that projects that meet the above-mentioned main products or processes and have an annual comprehensive energy consumption of 50,000 tons of standard coal or above (thermal power generation and cogeneration are equivalent values, and other industries are equivalent values) will be included in the "Two High" project control scope.
