The Development and Reform Commission of Jiangsu Province, the Department of Industry and Information Technology of Jiangsu Province, and the Department of Ecology and Environment of Jiangsu Province jointly released the "Jiangsu Province's" Two Highs "Project Management Catalog (2024 Edition)"

    The catalog is clear:                                            

    The recognition of the "two high" projects is based on the main product.

    Comprehensive resource utilization projects are not managed as "two high" projects; technological transformation projects such as energy-saving and environmental protection renovation, safety facility renovation, and product quality improvement are not managed as "two high" projects without increasing production capacity and pollution emissions.

    As of the implementation date of this catalog, projects that have not been approved for construction and have not obtained energy conservation review opinions, environmental impact assessment approvals and other procedures in accordance with laws and regulations still need to be implemented in accordance with the requirements of the "two high" projects.

    The energy-saving review of fixed asset investment projects in six high-energy-consuming industries with annual comprehensive energy consumption (equivalent value) of 5000 tons of standard coal and above is the responsibility of the Provincial Development and Reform Commission and the Provincial Department of Industry and Information Technology according to the division of labor.

    The notice clearly states that the catalog will come into effect on October 1, 2024 and will be valid until September 30, 2029.

    It is reported that the catalog was released for the first time by Jiangsu Province and was reviewed and approved at the executive meeting of the Jiangsu Province Government on August 23.

    Since the catalog was formulated and opinions were solicited, the research, formulation and promotion of this project has been widely concerned by all walks of life. With the introduction of the catalog, Jiangsu Province has a provincial level to resolutely curb the blind development of "two highs and one lows" projects, improve the scientific and refined level of project management, accelerate the construction of a green and low-carbon industrial system, and actively promote carbon peak and carbon neutrality.
