On August 7, the equipment Bureau of the State Administration of Market Supervision openly solicited opinions on the mandatory national standard "method for judging Hidden danger of Major Accidents of Special equipment (draft for soliciting opinions)" (referred to as "method"). The deadline for feedback is October 6, 2024.

It is understood that this standard is applicable to the determination of hidden dangers of major accidents of special equipment in the process of use, and defines the terms and definitions, ways of investigation and determination methods of hidden dangers of major accidents of special equipment. The products, processes and services specified in this standard are mainly applicable to the special equipment and their filling process referred to in the Special equipment Catalog (2014.11).

The safety of special equipment is also an important part of production safety.

"at present, there is a lack of unified national standards for judging hidden dangers of major accidents in the special equipment industry, and there is an urgent need for unified standards to guide the regulatory departments, production units and users of special equipment to identify hidden dangers of major accidents, discover and control major hidden dangers in a timely manner, and ensure the safe use of special equipment." The person in charge said.

The responsible person said that the formulation of the standard is in line with the requirements of the construction of the major hidden danger judgment standard system of the Safety Commission of the State Council; it is combined with the current situation of safety management of special equipment to maintain the continuity of double prevention work of special equipment; it is operable to provide scientific and systematic procedures and methods for the investigation of hidden dangers of special equipment, and to discover, manage and prevent major accidents of special equipment in a timely manner. The proposal shall be implemented as of the date of promulgation of this standard.

The method points out that the investigation of hidden dangers of special equipment accidents is carried out through but not limited to the following ways: self-examination by users; supervision and inspection by departments responsible for safety supervision and administration of special equipment at or above the county level; supervision and regular inspection by special equipment inspection institutions; other inspections carried out by relevant government departments.

The method stipulates that special equipment under any of the following circumstances shall be judged as a hidden danger of major accidents: special equipment that has not obtained a license for production, is explicitly eliminated by the state, has been scrapped or meets the scrapping conditions, and continues to be used. Special equipment that has had an accident or obvious failure and has not carried out a comprehensive inspection to eliminate the hidden danger of the accident and continues to be used. Continue to use without supervision and inspection or unqualified supervision and inspection.

The boiler still in use under one of the following circumstances shall be judged as a hidden danger of major accidents: the inspection conclusion of the periodic inspection is that it does not meet the requirements. The safety valve (rupture disc) is missing. The failure of the thermal instrument or the interruption of the control power (gas) source makes it impossible to monitor and adjust the main operating parameters. The safety valve (rupture disc) fails. The system alarm device is missing or invalid. The interlock protection device is missing or invalid. The flameout protection device is missing or invalid. In operation, the pressure element leaks, the liquid slag discharge boiler is unable to discharge slag, and the furnace wall is red. The damage of combustion equipment, the collapse of furnace wall or the burning of boiler frame seriously threaten the safe operation of boiler. The leakage of the main steam-water pipe of the power station boiler or the blasting of the connecting pipe in the boiler area.

A pressure vessel that is still in use under one of the following circumstances shall be judged as a hidden danger of a major accident: the inspection conclusion of the periodic inspection is that it does not meet the requirements. Fixed pressure vessels are changed to mobile pressure vessels. The safety valves, bursting discs and emergency cut-off devices of fixed pressure vessels and mobile pressure vessels are missing or invalid. The quick-opening safety protection interlock device of quick-opening fixed pressure vessel is missing or invalid. The grounding device of the oxygen chamber is missing or invalid.
