Seven substances are included in the management catalog of precursor chemicals

In order to strengthen the management of precursor chemicals, the Ministry of Public Security, the Ministry of Commerce, the National Health Commission, the Ministry of Emergency Management, the General Administration of Customs, and the State Drug Administration jointly issued an announcement on August 2, 2024, deciding to include 4-(N-phenylamino) piperidine and other seven substances are included in the management of precursor chemicals. The announcement will come into effect on September 1, 2024.


The seven substances are: 4-(N-phenylamino) piperidine, 1-tert-butoxycarbonyl-4-(N-phenylamino) piperidine, N-phenyl-N-(4-piperidinyl) propionamide, cannabidiol, 2-methyl-3-phenylglycidic acid and its esters, 3-oxo-2-phenylbutyric acid and its esters, 2-methyl-3-[3,4-(methylenedioxy) phenyl] glycidic acid esters.

With the approval of the State Council, these seven substances have been included in the "Classification and Variety Catalog of Precursor Chemicals" in the attached table of the "Regulations on the Management of Precursor Chemicals"(hereinafter referred to as the "Regulations").


According to the announcement, 4-(N-phenylamino) piperidine, 1-tert-butoxycarbonyl-4-(N-phenylamino) piperidine, and N-phenyl-N-(4-piperidinyl) propionamide are managed in accordance with the Regulations. The production, operation, purchase, transportation and import and export activities implement the relevant provisions on non-pharmaceutical precursor chemicals.


Cannabidiol is managed in accordance with Category II precursor chemicals in the Schedule to the Regulations, and its production, operation, purchase, transportation and import and export activities are subject to relevant provisions on non-pharmaceutical precursor chemicals. Preclinical research on cannabidiol for medical purposes should also comply with the provisions of Article 10 of the Regulations on the Administration of Narcotic Drugs and Psychotropic Substances.


2-Methyl-3-phenylglycidic acid and its esters, 3-oxo-2-phenylbutyric acid and its esters, and 2-methyl-3-[3,4-(methylenedioxy) phenyl] glycidic acid esters are managed in accordance with Category II precursor chemicals in the Schedule to the Regulations, and their production, operation, purchase, transportation and import and export activities implement relevant provisions on non-pharmaceutical precursor chemicals.
