Brazil extends temporary anti-dumping duties on China-related non-surgical latex and PVC gloves

On August 9, 2024, the Management Executive Committee of the Brazilian Foreign Trade Commission (GECEX) issued Resolution No. 627 of 2024, in response to Thai company Sri Trang Gloves (Thailand) Public Company Limited has applied to apply for non-surgical latex and PVC gloves originating in China, Malaysia and Thailand, starting from August 20, 2024, under Resolution 568 of the Brazilian Foreign Trade Commission Management Executive Committee (GECEX) of February 20, 2024.(Portugal: luvas para procedimentos nãocirúrgicos para assistência à saúde, utilzadas em medicina, odontologia eveterinária) The applicable provisional anti-dumping duty is extended for a maximum of three months. The Southern Common Market tax numbers of the products involved are 4015.12.00, 4015.19.00 and 3926.20.00. This resolution will take effect as of the date of promulgation.

    On July 31, 2023, the Foreign Trade Secretariat of the Ministry of Development, Industry, Trade and Services of Brazil issued Announcement No. 27 of 2023 stating that in response to an application submitted by the Brazilian domestic company Targa Medical S.A. on April 27, 2022, an anti-dumping investigation was initiated against non-surgical latex and PVC gloves originating in China, Malaysia and Thailand. The products involved are medical, dental or veterinary gloves made of latex (natural, synthetic or a mixture of the two) or polyvinyl chloride. The dumping investigation period of the case is from January 2022 to December 2022, and the damage investigation period is from January 2018 to December 2022.

    On February 9, 2024, the Foreign Trade Secretariat of the Ministry of Development, Industry, Trade and Services of Brazil issued Announcement No. 3 of 2024, making a positive preliminary anti-dumping ruling on non-surgical latex and PVC gloves originating in China, Malaysia and Thailand. It is recommended to implement a six-month temporary anti-dumping duty on products involved in the above-mentioned countries. On February 20, 2024, the Management Executive Committee of the Brazilian Foreign Trade Commission (GECEX) issued Resolution No. 568 of 2024, deciding to impose temporary anti-dumping duties on non-surgical latex and PVC gloves originating in China, Malaysia and Thailand for a period of six months. The duties are US$4.83 ~ US$20.94/1,000 for China, US$15.30 ~30.17/1,000 for Malaysia, and US$1.38 ~ US$14.25/1,000 for Thailand.

    On June 14, 2024, the Management Executive Committee of the Brazilian Foreign Trade Commission (GECEX) issued Resolution No. 604 of 2024 to adjust the temporary anti-dumping duties on non-surgical latex and PVC gloves originating in China from 4.83 - 20.94 US dollars/1,000 to 2.89 - 20.94 US dollars/1,000 US dollars.
