"Construction Standards and Certification Work Plan for Chemical Parks in Shaanxi Province" was released

Recently, seven departments including the Department of Industry and Information Technology of Shaanxi Province jointly issued the "Work Plan for Construction Standards and Identification of Chemical Parks in Shaanxi Province"(hereinafter referred to as the "Plan"), which put forward requirements for the definition, construction standards, park identification and area expansion identification of chemical parks.

    The "Plan" makes 12 provisions on construction standards, mainly including that the site selection and layout of chemical parks should comply with relevant laws, regulations, policy provisions and relevant plans, and comply with the land and space planning control rules and ecological environment zoning control requirements. The "Plan" proposes to prohibit the construction or expansion of chemical parks within the shoreline control scope of main and tributary Yellow River. In principle, no new chemical parks will be built in Guanzhong. The external safety distance between the chemical park and protection targets such as urban built-up areas, densely populated areas, and important facilities should meet the requirements of relevant standards, and safety control lines for surrounding land planning should be set up. Chemical parks should prepare master plans and industrial plans dominated by the chemical industry, which should include safety production, emergency rescue, ecological and environmental protection, economical and intensive land use, and comprehensive disaster prevention and reduction. Chemical parks should implement closed management in different areas in accordance with the requirements of "classified control, hierarchical management, and step-by-step implementation" and in combination with actual conditions such as industrial structure, industrial chain characteristics, and safety risk types. Chemical parks should have the ability to collect and store all hazardous wastes generated in a standardized manner, establish and improve a volatile organic compound control and control system, and be equipped with professional chemical production wastewater centralized treatment facilities.

    In addition, the "Plan" clearly stipulates the scoring standards for chemical park identification, chemical park identification work procedures, and chemical park expansion identification work procedures. Chemical parks that have not passed the accreditation are required not to build, expand or expand chemical projects. Chemical parks that have not passed the accreditation must be rectified or closed in accordance with laws and regulations, risk assessment and prevention must be carried out in advance, and the supervision and disposal of enterprises in the park should be properly carried out., enterprises in the park should be encouraged to relocate to the accredited chemical park.

    Compared with the "Work Plan for the Identification of Chemical Parks in Shaanxi Province" issued three years ago, the binding indicators and content of the "Plan" have increased significantly. Xu Ke, leader of the expert group on the identification of chemical parks in Shaanxi Province and director of the consulting department of China Chemical Hualu Company, told reporters that the "Plan" revised and improved the "Work Plan for the Identification of Chemical Parks in Shaanxi Province" and added many binding indicators, such as the 12 provisions of the park construction standards and the identification of area expansion. Among them, the chemical park applying for area expansion recognition must be a chemical park that has been recognized and passed the review, meet the requirements of the 12 necessary conditions for recognition in the "Scoring Standard", and the total score reaches 60 points; the land development and utilization rate within the recognition scope should reach 80% and above, the overall safety risk assessment should reach a lower safety risk level.
