First, give full play to the resource endowment chain to build a strong group, and the industrial system is gradually complete.


Sichuan Province is rich in mineral resources and has a wide range of mineral resources. a total of 136 kinds of minerals have been discovered, and the reserves of 8 kinds of minerals such as natural gas, vanadium, titanium and lithium rank first in the country. At the same time, as the country's largest clean energy base, natural gas R & D and production base, Sichuan Province has a hydropower installed capacity of about 100 million kilowatts, and the output of natural gas (shale gas) accounts for about 1/4 of the country. Based on the rich clean energy and mineral resources, Sichuan has gradually formed a development pattern of mutual support and integration of clean energy, green chemical industry, energy conservation and environmental protection, and set up an energy chemical industry system with oil and gas (oil and gas) combined with chemical industry, high-end fine chemical industry, modern agro-chemical industry, comprehensive utilization of resources, energy saving and environmental protection equipment industry chain as the main body. In 2023, the operating income of 23 chemical parks in the province reached 300.9 billion yuan, an increase of more than 30% over the same period last year. There are 84 newly signed projects with a total investment of 144.1 billion yuan, involving many fine chemical fields, such as polymer functional materials, electronic chemicals, crystal silicon photovoltaic and so on.

We will speed up the cultivation of key enterprises and products with industrial advantages, promote 10 billion-and 100-billion-level enterprises to step up and improve their energy levels, and support the "endogenous extension" of key enterprises such as Sichuan Petrochemical, Sichuan Energy Investment, Hebang Biology and Golden Elephant Seri, and cultivate and create individual champion products. Support chemical parks such as Chengdu New Materials, Daying Hongqi and Puguang in Dazhou to focus on the development of oil and gas combined chemicals and downstream industries; support chemical parks such as Meishan and Mianyang Jingkai to focus on the development of high-end fine chemical industries such as wet electronic chemicals, photoresist, new pigments and fillers, new surfactants; support Mianzhu New Materials, Leshan Wutong Bridge, Guang'an Xinqiao and other chemical parks to develop green environmental protection agro-chemical industry. Encourage the relocation and withdrawal of non-chemical enterprises in the chemical park and the relocation of dangerous chemical production enterprises outside the park, and encourage the relocation and transformation of hazardous chemical production enterprises in key areas along the river basin.
