Prohibition of new production capacity for HFCs for 13 controlled uses

According to the "Notice on Strict Control of Hydrofluorocarbon Chemical Production and Construction Projects"(hereinafter referred to as the "Notice") jointly issued by the Ministry of Ecology and Environment, the National Development and Reform Commission, and the Ministry of Industry and Information Technology, starting from August 1, it is prohibited to build new chemical production facilities for HFCs for controlled uses such as refrigerants and blowing agents.

   According to the Notice, these 13 HFCs products include: HFC-134, HFC-143, HFC-365mfc, HFC-227ea, HFC-236cb, HFC-236ea, HFC-236fa, HFC-245ca, HFC-43- 10mee, HFC-41, HFC-152, HFC-152a, and HFC-23.

    The "Notice" states that if the chemical production facilities for 18 products such as HFC-134, HFC-134a, HFC-143, HFC-245fa, HFC-365mfc, HFC-227ea, HFC-236cb, HFC-236ea, HFC-236fa, and HFC-245ca that have been built and used for controlled purposes need to be renovated or relocated, the original production capacity of HFCs shall not be increased, nor shall we add new product categories. At the same time, the HFCs generated during the trial production of these products should also be included in quota management; the HFCs generated by chemical production facilities that by-produce these HFCs for controlled purposes should also be included in quota management; if quotas are not obtained, they can only be used as raw materials or destroyed and disposed of, and shall not be directly discharged. If production is really necessary for special purposes, it must be approved by the Ministry of Ecology and Environment in conjunction with relevant departments.
