The "Guangdong Province Action Plan for Cultivating and Developing Future Green and Low-Carbon Industrial Clusters"(referred to as the "Plan") issued on February 20 proposes that by 2035, an industrial cluster driven by low-carbon, zero-carbon and negative carbon technologies and scenario innovation will be formed to lay the foundation for achieving the goal of carbon neutrality.

The "Plan" plans six tasks including building a "new highland" for scientific and technological innovation, laying out "new outlets" for future industries, and expanding "new scenarios" for integrated development, as well as green hydrogen energy improvement projects, carbon capture, utilization and storage pilot projects, and natural gas. The "Plan" emphasizes the need to focus on basic research in high-value carbon dioxide conversion and utilization, natural gas hydrates and other fields, focusing on breakthroughs in low-cost carbon dioxide capture, utilization and storage (CCUS), high-performance energy storage batteries, high-efficiency photovoltaics, and low-cost renewable energy. Core equipment technologies such as hydrogen production and biomass fuel; Promote cross-border, cross-industry, and cross-industry cross-integration and innovative applications, promote industrial development through scenario innovation, increase support for the first (set) of major technical equipment and the first batch of key green materials; strive to create new energy storage Future green and low-carbon industrial clusters focusing on energy storage, efficient photovoltaics, hydrogen energy (ammonia, methanol), CCUS, natural gas hydrates, etc.

In terms of safeguard measures, the "Plan" proposes to establish and improve a diversified science and technology investment system guided by financial input, corporate investment as the main body, supported by financial institutions, and supplemented by social capital, and implement taxes and fees to support the development of green and low-carbon industries. Preferential policies; open up green channels for key enterprises and major projects, promote an inclusive and prudent supervision model, and establish and improve fault tolerance mechanisms.

It is reported that in recent years, Guangdong Province has made great efforts to cultivate green and low-carbon industries. In 2023, the new installed capacity of renewable energy in Guangdong Province will be approximately 11 million kilowatts, and the scale of new energy storage power stations will exceed 1.6 million kilowatts. At the same time, the Guangdong Province Development and Reform Commission is also cooperating with CNOOC, Shell Group and ExxonMobil to promote the Daya Bay CCUS project and build China's first large-scale offshore CCUS industrial cluster.
