On February 26, the State Council Information Office held a regular briefing on the State Council's policies to introduce the "Interim Regulations on the Administration of Carbon Emissions Trading"(referred to as the "Regulations"). Zhao Yingmin, Vice Minister of the Ministry of Ecology and Environment, introduced at the meeting that the Ministry of Ecology and Environment has carried out special research on the expansion of the carbon emissions trading market, and the drafting of relevant technical documents has been basically completed. It is now actively promoting the first expansion of China's carbon emissions trading market.

Zhao Yingmin said that China's carbon emissions are mainly concentrated in key industries such as power generation, steel, building materials, nonferrous metals, petrochemicals, chemicals, papermaking, and aviation. These eight industries account for about 75% of China's carbon dioxide emissions. Integrating high-emission industries into the national carbon emissions trading market as soon as possible can optimize and minimize the cost of carbon reduction for the whole society, thereby helping to achieve China's "double carbon" goal.

The "Regulations" clarify the relevant working procedures for determining industry coverage and key emission units. In the future, priority will be given to key industries with large carbon emissions, serious overcapacity, good synergistic effects of pollution reduction and carbon reduction, and a good data quality foundation. The expansion work will scientifically and reasonably determine the inclusion time of different industries, and actively promote the carbon emissions trading market to cover key carbon emission industries in a phased and step-by-step manner.

Zhao Yingmin said that currently, the emissions of the power generation industry included in the national carbon trading market account for more than 40% of the country's total carbon dioxide emissions. Verification of carbon emission accounting reports in seven other industries other than the power industry has been carried out. The Ministry of Ecology and Environment is also carrying out special research on expansion, and has carried out special research, evaluation and demonstration on quota allocation methods, accounting reporting methods, accounting requirements guidelines, and expansion implementation paths for key industries. The drafting of relevant technical documents has been basically completed.
