The National Development and Reform Commission, the National Bureau of Statistics and the National Energy Administration issued a notice on the 2nd on strengthening the convergence of green power certificates and energy conservation and carbon reduction policies to vigorously promote non-fossil energy consumption, making it clear that non-fossil energy consumption will not be included in the total energy consumption and intensity regulation.

The Circular proposes to deduct non-fossil energy from the total energy consumption and intensity of various regions in the evaluation and assessment of the responsibility of provincial people's governments for energy conservation targets during the 14th five-year Plan, and further clarifies the specific arrangements for the index accounting and deduction methods of green card trading electricity.

First, the green card trading electricity will be included in the energy conservation evaluation indicators accounting. The notice clearly takes the green card as the basic proof of renewable energy electricity consumption, and the corresponding electricity quantity of the green card transaction is included in the evaluation and assessment index of the energy conservation target responsibility of the provincial people's government during the 14th five-year Plan.

The second is to clarify the way to deduct the amount of electricity traded in the green card. In the assessment index accounting of energy conservation target responsibility evaluation, the renewable energy consumption deduction policy based on physical electricity and supplemented by inter-provincial green card transactions is implemented. Without changing the basis of the current statistical system of renewable energy consumption, the electricity corresponding to participating in inter-provincial market-oriented transactions of renewable energy or green power transactions shall be included in the renewable energy consumption of the receiving provinces according to the physical electricity. For the electricity corresponding to the inter-provincial market-oriented trading of renewable energy or green power trading, but participating in the inter-provincial green card transaction, the renewable energy consumption of the receiving province shall be included according to the inter-provincial transaction flow of the green card, and will no longer be included in the renewable energy consumption of the sending province.

The third is to avoid repeated deductions of electricity in green card transactions. The green certificates corresponding to inter-provincial market-oriented transactions of renewable energy and green power transactions, as well as the green certificates of transactions in provincial administrative regions, the corresponding electricity has been included in the renewable energy consumption of the relevant areas in accordance with the current statistical rules, it will not be deducted repeatedly in the evaluation and assessment of energy conservation target responsibility. At the same time, in order to be consistent with the energy consumption statistics, the green card is included in the evaluation and assessment index of energy conservation target responsibility, and the corresponding electricity production time is consistent with the evaluation year.

It should be noted that the green card transaction electricity deduction policy can alleviate the pressure on the completion of energy conservation targets in some areas, but because the green card transactions are based on the actual electricity generation of renewable energy, it will not directly affect the decline of national energy consumption intensity. In order to adhere to the orientation of giving priority to conservation and leading energy efficiency, and promote localities to rely more on energy conservation work itself, to do their best to achieve the binding targets for the decline of energy consumption intensity during the 14th five-year Plan, the notice sets the upper limit of deduction for the corresponding electricity consumption of green card transactions in the evaluation and assessment indicators of energy conservation targets. In principle, the renewable energy consumption deducted by the provinces receiving inter-provincial green card transactions does not exceed 50% of the energy savings required for the region to achieve the energy intensity reduction target of the 14th five-year Plan.

Speeding up the progress of green card issuance, expanding the scope of green card trading and standardizing the green card trading system are the important basis to give full play to the role of green card. The notice deploys the relevant work from three aspects.

First, speed up the issuance of filing cards and green permits for renewable energy projects. Green permit verification and issuance agencies are required to work with power grid enterprises, power trading institutions and renewable energy power generation enterprises to speed up the progress of green card verification, and clearly defined the goal of establishing a filing card for national centralized and distributed renewable energy power generation projects by the end of June 2024.

The second is to expand the scope of green card trading. Starting with the new projects and the energy saving and carbon reduction management of key energy users, we will further expand the scope of green card application and trading. Encourage all regions to implement the commitment system for renewable energy consumption of new projects, encourage relevant projects to replace renewable energy consumption through the purchase of green license green electricity, and require all regions to decompose the responsibility for the consumption of renewable energy into key energy-using units. explore the implementation of fossil energy consumption budget management in key energy-using units We will encourage central enterprises, local state-owned enterprises, government organs and institutions to take the lead and steadily increase the proportion of renewable energy consumption.

The third is to standardize the green card trading system. Support the establishment of inter-provincial green card trading coordination mechanism and trading market, support green card supply and demand provinces to lock in inter-provincial green card transaction scale through intergovernmental agreements, and assist operators to carry out green card supply and demand docking, centralized trading, technical services, and dispute resolution. The Circular clearly requires that all regions shall not adopt compulsory means to simply apportion the task of purchasing green permits to enterprises, and shall not restrict cross-provincial transactions of green permits. The National Development and Reform Commission and the National Energy Administration will strengthen price monitoring and guide green card trading prices to operate within a reasonable range.

As an important proof of green power production and consumption, Green Certificate needs to further strengthen the connection and coordination with energy saving and carbon reduction management, carbon emission accounting, product carbon footprint and so on. The Notification is mainly deployed from the following four aspects.

First, we will improve the certification of green electricity consumption and the management mechanism of energy conservation and carbon reduction. We will speed up the establishment of a green power consumption certification mechanism based on green certificates and clarify certification standards, systems and logos. Strengthen the application of green card in energy budget and carbon emission budget management, and bring it into the energy saving review and carbon emission evaluation management mechanism of fixed assets investment projects.

The second is to strengthen the connection between green card and carbon accounting and carbon market management. Bring the Green Certificate into the unified and standardized carbon emission accounting system, and gradually clarify the specific accounting methods for the application of Green Certificate in the carbon emission accounting system rules of regions, industry enterprises, public institutions and key products. To study the application of green card in the national carbon emissions trading mechanism and the voluntary greenhouse gas emission reduction market. Carry out the research on the accounting of modified power grid emission factors deducting the green permit in order to meet the needs of different application scenarios.

The third is to strengthen the effective support of green certificate for product carbon footprint management. We will promote the inclusion of green certificates in the basic methods and general national standards for product carbon footprint accounting, and speed up the clarification of the general scope of use and identification methods of green certificates. According to the principle of mature batch, promoting batch and continuous improvement, strengthen the application of Green Certificate in the carbon footprint accounting system of key products. In order to encourage the greater use of renewable energy, the notice also proposes to explore the design of differentiated product logos that reflect the proportion of electricity consumption of renewable energy in specific products.

Fourth, strengthen the international mutual recognition of green cards. It is an international common practice to represent the environmental rights and interests of renewable energy through the green card. In order to speed up the process of international mutual recognition of green permits, the Circular requires that we should make full use of multilateral and bilateral international communication channels, vigorously promote China's green card system, and interpret China's green card policy and application practice. We will encourage the strengthening of diversified and multi-level international exchanges, and promote the convergence of carbon emissions accounting methods of international institutions, especially large international institutions, with the Green Certificate. Actively participate in the setting and discussion of international issues related to green permits, promote the research and formulation of international standards such as the issuance, measurement and trading of green permits, and strive to enhance the international influence and recognition of China's green permits.

Further strengthening the connection between the green card and the energy saving and carbon reduction policy can effectively expand the application scene of the green card, vigorously promote renewable energy consumption, and is of great significance to further promote the energy revolution and accelerate the comprehensive green transformation of economic and social development. The "Circular" puts forward four work requirements in terms of implementation.

First, strengthen overall planning and coordination. The National Development and Reform Commission and the National Energy Administration, together with relevant departments, strengthen the overall coordination of the work of bringing the green card into the double control policy of energy consumption and expanding the application scene of the green card. Green card issuing agencies, power grid enterprises, and power trading institutions should implement the main responsibility and do a good job in green card verification and issuance transactions in accordance with the rules and regulations. Each region can establish implementation rules in the light of reality, press the main body of practical energy for renewable energy consumption responsibility, and ensure the implementation of various tasks.

The second is to strengthen transaction supervision. The National Development and Reform Commission and the National Energy Administration will strengthen the supervision and management of the implementation of the green card system and the green card transactions of various regions and all kinds of subjects, strictly prevent and strictly investigate and deal with false transactions, forgery and tampering of data in the process of green card verification and issuance transactions and green power transactions.

The third is to calculate the data in time. The fourth is to strengthen propaganda.
