Orient hopes Xinjiang coal-to-olefin project is approved

Recently, the environmental assessment of the coal-to-olefin project of Xinjiang Dongming Plastic Co., Ltd. with an annual output of 800,000 tons was officially approved by the Ministry of Ecology and Environment (Environmental Shen [2024] No. 14).

The project is located in the Zhundong Economic and Technological Development Zone of Changji Hui Autonomous Prefecture, Xinjiang Uygur Autonomous Region. It uses coal as raw material, adopts pulverized coal pressurized gasification, purification, methanol synthesis, methanol to olefins and other processes, and embeds green hydrogen coupled production of olefins, and builds a new 800,000 tons/year coal-to-olefins project. The project is designed to consume 3.435 million tons of raw coal per year and 8.467 million cubic meters of fresh water per year. The main projects of the project mainly include 10 production units including air separation, gasification, transformation and heat recovery, low-temperature methanol washing, sulfur recovery, methanol synthesis, methanol to olefins, polyethylene, polypropylene and electrolyzed water units; public and auxiliary projects include water supply and drainage systems, torch systems, etc.; storage and transportation projects include coal transportation storage and transportation systems, tank farms and product warehouses; environmental protection projects mainly include waste gas treatment facilities, wastewater treatment facilities and solid waste treatment facilities.

The Ministry of Environmental Protection reviewed and found that the project is located in the Zhundong Modern Coal Chemical Industry Demonstration Zone in Xinjiang as determined in the "Modern Coal Chemical Industry Innovation and Development Layout Plan"(Development and Reform Industry [2017] No. 553). The project construction is in line with the requirements of the "Principles for Approval of Environmental Impact Assessment Documents for Modern Coal Chemical Construction Projects" and is of great significance to supporting the construction of "three bases and one channel", strengthening clean and efficient utilization of coal, and promoting the coupling of coal chemical industry with "green electricity" and "green hydrogen" industries. The project is located in an area with a fragile ecological environment, and the regional environmental quality continues to improve under great pressure. It is necessary to strictly implement various pollution prevention measures and environmental risk prevention measures, formulate and implement strict environmental management systems and environmental monitoring plans, and establish a timely and effective Incident Response Service and linkage mechanism.

The total investment of Dongfang Hope's 800,000-ton coal-to-olefin project is 1,896.744 million yuan (including US$378.35 million in foreign exchange), of which the construction investment is 1,755.881 million yuan (including US$378.35 million in foreign exchange), the loan interest during the construction period is 1,025.91 million yuan, and the working capital is 382.72 million yuan. The main project includes a 2.2 million t/a coal-based synthesis gas to methanol unit (including 5 sub-units), an 800,000 t/a methanol-to-olefin unit, a 400,000 t/a polyethylene (HDPE) unit and a 500,000 t/a polypropylene (PP) unit, a 20,000 t/a electrolyzed water hydrogen production unit and an air separation unit with an air processing capacity of 960,000 Nm3/h.

The project's production process route is to use coal as raw material, undergo pressurized gasification of dry pulverized coal, transformation and heat recovery, and low-temperature methanol washing to produce purified gas. The purified gas passes through a methanol unit to produce MTO-level methanol intermediate products. MTO-level methanol is first catalyzed in a methanol to olefin unit to produce light olefins, and then separated to obtain intermediate products such as polymerization-grade ethylene and polymerization-grade propylene as well as by-products such as liquefied petroleum gas, gasoline, and C5+. Polymerization-grade ethylene and propylene monomers are polymerized, Extrusion granulation produces polyethylene and polypropylene products.
