The project is located in Qingshui Industrial Park, Yushen Industrial Zone, Yulin City, Shaanxi Province, with coal as the raw material, coal cracking as the leader, coal-to-olefins and aromatics as the main production line, and new high value-added chemical materials as the main products. and provide raw materials for the extension of the industrial chain in the later period. The project design raw material coal consumption is 16.4241 million tons / year, fuel coal consumption is 4.335 million tons / year, fresh water consumption is 54.5691 million cubic meters / year.

The main project of the project mainly includes 38 production units, such as coal pyrolysis, gasification, methanol to olefin, hydropyrolysis, reforming / aromatics combination, refined terephthalic acid, polyester, etc.; public auxiliary projects include power stations, water supply and drainage systems, torch systems, etc.; storage and transportation projects include coal storage and transportation systems and tank areas; environmental protection projects mainly include waste gas treatment facilities, wastewater treatment facilities and solid waste treatment facilities.

The project is located in the demonstration area of modern coal chemical industry in Yulin, Shaanxi Province, which is determined by the innovative Development layout Plan of Modern Coal Chemical Industry (Development and Reform Industry (2017) No. 553). The project meets the requirements of the examination and approval principles of Environmental impact Assessment documents for Modern Coal Chemical Construction projects. The project adopts the technical coupling of pulverized coal pyrolysis and gasification with tar hydrogenation and combined aromatics to realize the separate utilization of coal to produce chemicals and promote the comprehensive utilization of coal with high efficiency, cleanliness and quality. it is of positive significance to promote the high-end, diversified and low-carbon development of coal chemical industry. The project is located in the middle and upper reaches of the Yellow River, the water resources in the region are relatively tight, and the regional environmental quality is facing greater pressure for continuous improvement, so it is necessary to strictly implement various pollution prevention and control measures and environmental risk prevention measures. formulate and implement strict environmental management systems and environmental monitoring plans, and establish timely and effective emergency response and linkage mechanisms. Taking it into consideration, our department agrees in principle with the scale, technology, location and environmental protection measures of the construction projects listed in your company's environmental impact report.

The main construction contents of the project are coal pyrolysis, gasification, methanol to olefin, diesel oil hydrogenation, aromatics deep processing, degradable plastics and battery electrolyte products. The main units include 13.5 million t / a coal pyrolysis (including hydropyrolysis) unit, 5.6 million t / a methanol plant, 1.48 million t / a methanol to olefin plant, 31500Nm3/h electrolytic water hydrogen plant, 1.9 million t / a diesel hydrogenation, 1.5 million t / a reforming aromatics combination, 700000 t / an aromatization, 2.2 million t / a refined terephthalic acid plant, 240,000t / a polyester plant, 260,000t / a polycarbonate, 300000 tons / year polypropylene (PP), 300000 tons / year polyethylene (FDPE), 400000 tons / year polyacetic acid-vinyl acetate (EVA), 50 tons / year polyolefin elastomers (POE), 1 million tons / year dimethyl carbonate (DMC), 220000 tons / year super absorbent resin, 300000 tons / year poly (butylene terephthalate) (PBAT), 67800 tons / year biodegradable biomaterials (PBS), 30 000 tons / year tetrahydrofuran homopolyether (PTMEG), 210000 tons / year ethylene carbonate (EC), 80 thousand tons / year poly (3-hydroxypropionic acid) (PPL), 330000 tons / year polyether polyol, 700000 tons / year propylene oxide, 150000 tons / year methyl ethyl carbonate (EMC) 600000 tons / year diethyl carbonate (DEC), 600000 tons / year poly (propylene carbonate) (PPC) and other devices and supporting utilities and auxiliary facilities, producing more than 30 kinds of products mainly composed of resin materials, new chemical materials, degradable resins and battery electrolytes, with a total product volume of 8.7556 million tons per year, with a main product volume of 8.3172 million tons per year.

The project gasifies the by-product of pulverized coal pyrolysis to methanol. Based on the basic chemical raw materials of methanol, the downstream of methanol is coupled with each other through the product chain to extend the product industry chain from three different directions. First, through large-scale MTO, olefin products are obtained and then used as raw materials for high value-added chemical materials. Secondly, high purity DMC was produced by gas phase oxidative carbonylation of methanol, and diethyl carbonate (DEC) and methyl ethyl carbonate (EMC) electrolyte solvents were produced by DMC deep processing to produce battery electrolyte with high added value. Thirdly, acetic acid is produced by carbonylation of methanol, vinyl acetate is produced by acetic acid, vinyl acetate copolymer (EVA) and other new chemical materials are produced by coupling of acetic acid and MTO alkene, and ethanol is produced by simultaneous hydrogenation of acetic acid as raw materials for battery electrolyte EMC and DMC.
