Protection and governance have formed an effective legal system for protecting the Yellow River.
In terms of promoting the implementation of the Yellow River Protection Law through the construction of the rule of law, in-depth study and publicity were carried out, and the "Notice on Propaganda and Implementation of the Yellow River Protection Law of the People's Republic of China" was issued, sorting out the main responsibilities of the ecological environment department involved in the provisions of the Yellow River Protection Law; Regulations, rules, and normative documents related to the Yellow River Basin have been cleaned up in a centralized manner, and those that do not meet the central government's requirements for high-quality development of the Yellow River Basin and those that do not comply with the provisions of the Environmental Protection Law have been revised or abolished; in accordance with the Yellow River Protection Law, relevant supporting documents should be prepared and revised, such as the issuance of the "Water Ecological Environment Protection Plan for Key Watersheds" and the "Technical Guidelines for the Formulation of Water Environment Quality Standards for Watersheds (Draft for Comments)".
Zhao Ke said that the next step will be to further strengthen relevant supervision and law enforcement in the Yellow River Basin and strive to prevent major ecological risks. Including the central ecological and environmental protection inspector, taking warning films on the ecological environment of the Yellow River Basin, promoting special actions to strengthen supervision in the "Green Shield" nature reserve, severely cracking down on illegal transfer and dumping of solid waste, promoting waste cleanup operations in the basin and pollution in tailings ponds. Prevention and control, carry out in-depth investigation and rectification of sewage outlets into rivers, and promote the management of black and smelly water bodies in county-level cities and counties.
