State Council: Extend Inner Mongolia chlor-alkali chemical industry chain

Recently, the State Council issued the "Opinions on Promoting High-Quality Development in Inner Mongolia and Striving to Write a New Chapter in Chinese-Style Modernization"(hereinafter referred to as the "Opinions").

The "Opinions" deploy the main tasks in seven aspects. The first is to coordinate the management of mountains, rivers, forests, fields, lakes, grass and sand systems to build an important ecological security barrier in the north. The second is to promote the strategic adjustment and optimization of the industrial structure and build a modern industrial system with diversified development and multi-pole support. The third is to deepen the reform of systems and mechanisms and explore new paths for the transformation and development of resource-based areas. The fourth is to build a new energy system and enhance the ability to ensure the supply of important national energy and strategic resource bases. The fifth is to accelerate the modernization of agriculture and animal husbandry and enhance the comprehensive production capacity of important national agricultural and livestock product production bases. Sixth, actively integrate into China's international dual circulation and promote the quality improvement and upgrading of the construction of important bridgeheads for opening up to the north. The seventh is to strengthen the construction of the Chinese nation's community and build a strong security and stability barrier in northern Xinjiang.

The "Opinions" require vigorously promoting new industrialization and supporting Inner Mongolia in cultivating and developing advanced manufacturing clusters. Promote energy-saving, pollution reduction and carbon reduction technological transformation in key areas such as steel, non-ferrous metals, and building materials, and extend the industrial chain of coal tar chemicals, chlor-alkali chemicals, and fluorosilicon chemicals. Encourage enterprises in ferroalloys, coking and other fields to optimize and restructure. Accelerate the development of new materials such as electronic-grade crystalline silicon and special alloys.

The "Opinions" propose to release advanced coal, electricity, oil and gas production capacity in an orderly manner and accelerate the construction of coal reserve projects. Priority should be given to supporting Inner Mongolia in developing coal production capacity reserves and establishing a certain scale of coal peaking reserve capacity. Support oil and gas exploration and development in Inner Mongolia, increase the transfer of oil and gas exploration blocks, promote the exploration and development of unconventional natural gas in Ordos, build a high-quality Ordos modern coal chemical industry demonstration zone and a coal-to-oil and gas strategic base, and promote the high-end development of coal-based new materials.

The "Opinions" propose to expand the wind, solar and hydrogen storage industry cluster and build a national-level new energy equipment manufacturing base. Carry out large-scale research on wind and solar hydrogen production and new energy storage technologies, and promote the industrial application of green hydrogen to green ammonia, green alcohol and hydrogen metallurgy. On the premise of improving industry standards, promote the construction of the hydrogen pipeline from Ulanqab to Yanshan Petrochemical. Support the construction of low-carbon, zero-carbon and negative carbon projects. Encourage local consumption of new energy and support the transfer of advanced green and high-energy industries to low-carbon and zero-carbon parks in Inner Mongolia.

The "Opinions" require that, based on strategic positioning needs, support be provided in the development of key industries and the implementation of major projects in areas such as new energy, new materials, modern equipment manufacturing, modern coal chemicals, dairy industry, agricultural and livestock products.
