Recently, the National Development and Reform Commission and other ten departments jointly issued the "Green low-carbon Advanced Technology demonstration Project implementation Plan" (hereinafter referred to as "the Plan"). The "Plan" proposes to lay out a number of projects with leading technological level, outstanding emission reduction effect, coordinated pollution reduction and carbon reduction, and obvious demonstration effect, and defines the key direction, safeguard measures, organization and implementation methods of the green and low-carbon advanced technology demonstration project.

To promote carbon peak carbon neutralization, scientific and technological innovation and technology application are the key support. The promotion and application of green low-carbon technology has to go through three stages: technology research and development, demonstration guidance, and large-scale promotion. Public funds pay more attention to front-end technology research and development, and social capital pays more attention to the application of mature technology. However, the intermediate link from "out of the laboratory" to "towards marketization" is still relatively weak.

At present, the landing application of advanced green low-carbon technology is faced with high technology cost, large capital investment, imperfect support policy and other problems, so there is an urgent need to strengthen support and guidance. The implementation of green and low-carbon advanced technology demonstration projects and the layout of a number of demonstration projects with leading technological level, outstanding emission reduction effect, obvious demonstration effect, and coordinated pollution and carbon reduction are not only conducive to the application and promotion of advanced applicable technologies. It is also conducive to improving the business model and policy environment that supports the development of new business type, a new green and low-carbon industry, and is a key measure to promote the formation of competitive advantages in green and low-carbon industries.

The plan divides green and low-carbon advanced technologies into three categories according to source carbon reduction, process carbon reduction and end carbon sequestration.

First, the source of carbon reduction. Carbon emissions from energy activities in China account for more than 80% of total carbon emissions. Based on the basic national conditions of coal-based, in order to speed up the green and low-carbon transformation of the energy structure, the Plan puts forward four key directions: advanced demonstration of non-fossil energy, clean and efficient development and utilization of fossil energy, advanced power grid and energy storage demonstration, and green hydrogen carbon reduction demonstration.

The second is process carbon reduction. Industrial production, building operation, transportation and so on are the main links of energy consumption and carbon emission generation. While the "plan" puts forward the key technology categories in the three fields of industry, construction and transportation, it also puts forward two key directions of pollution reduction and carbon reduction coordination and low-carbon (near zero carbon) park.

The third is terminal carbon sequestration. Carbon dioxide capture, utilization and sequestration (CCUS), as a technology that can achieve deep emission reduction and resource utilization of carbon dioxide, is one of the "backing" technologies to support the goal of carbon neutralization. The Plan puts forward three key directions: full-process large-scale CCUS demonstration, advanced and efficient carbon dioxide capture demonstration, carbon dioxide resource utilization and carbon sequestration demonstration.

The "Program" proposes three supporting measures. First, financial support. For demonstration projects that belong to fixed assets investment projects, we should make overall use of the existing investment channels in the central budget to actively support qualified demonstration projects, and bring qualified demonstration project infrastructure projects into the scope of local government special bond support. At the same time, all regions are encouraged to strengthen their support for the construction of demonstration projects through budgetary investment and other financial funding channels. The second is financial support. We will strengthen financial and tax policy support, actively give full play to the role of green financial products such as carbon emission reduction support tools and climate investment and financing, and guide financial institutions to provide financial support for qualified projects. and implement the country's first (set) major technical equipment and other insurance compensation mechanism. The third is the guarantee of other elements. Strengthen the protection of energy use factors, take the effect of carbon emission reduction as the key consideration of energy conservation review, and strengthen the protection of land use factors. Local governments are encouraged to explore flexible land supply methods such as flexible term transfer, long-term lease, lease before transfer and combination of lease and transfer to ensure the demand for land.

The "Program" puts forward the departmental division of labor of various key directions and safeguard measures, and defines the work requirements of project organization declaration, project selection and promotion, project management, experience promotion and so on.
