Recently, Luonan County, Shangluo City, Shaanxi Province issued the "14th Five-Year Plan for Plastic Pollution Control" and "Implementation Plan for Further Strengthening Plastic Pollution Control" to solidly promote plastic pollution control in the industry and improve the green development level of the industry.
The plan clarifies four key tasks in four aspects: source control of plastic products and law enforcement supervision. It requires the prohibition of the production and sales of ultra-thin plastic shopping bags with a thickness of less than 0.025 mm, polyethylene agricultural mulch films with a thickness of less than 0.01 mm, and the use of medical waste as raw materials to manufacture plastic products. Shopping malls, supermarkets, express delivery points, hotels, pharmacies and other public places are prohibited from using non-degradable plastic products such as ultra-thin plastic shopping bags, disposable plastic cups and plastic tableware with a thickness of less than 0.025 mm. Actively promote the use of alternative products and standardize waste recycling and disposal. Postal and express delivery companies must use environmentally friendly tapes, packaging bags, fillers and plastic products that meet standards, establish a unified procurement system, implement green procurement requirements, and strictly control procurement and receipt and delivery points. At the same time, the competent departments of various industries must conduct a comprehensive investigation to find out the bottom line of sales companies, establish and improve supervision work ledgers, and ensure that supervision is well understood.
At present, the Development and Reform Bureau of Luonan County and the Luonan County Branch of the Municipal Ecological Environment Bureau take the lead in organizing county economic and trade, agriculture, housing construction, urban management, market supervision, postal and other relevant departments to conduct self-inspection on plastic pollution control in accordance with the requirements of relevant plastic pollution control plans at the city and county levels, and urge relevant departments in various industries to conscientiously implement relevant policies for plastic pollution control.
