Jiangyin Maritime Authority Efficiently Completes the First "One-Stop Service" for Sea Vessel Departure in Its Jurisdiction

I never expected it to be completed in just five days now, and we can continue operations without stopping. Recently, Jiangyin Maritime Safety Administration efficiently completed the first case of the "One Matter for Ship Departure" service in its jurisdiction. For the "He xx" vessel undergoing a change in ship ownership, they issued five certificates, including the Ship Ownership Registration Certificate and the Ship Nationality Certificate, in one go, demonstrating the "acceleration" of maritime services for the convenience of businesses and the public.
Under the traditional processing model, various tasks were independent, and procedures were scattered. Companies had to submit applications multiple times, make repeated trips, and undergo individual reviews. Completing the entire process could take up to 36 working days, with cumbersome procedures and lengthy timelines. This increased costs and reduced efficiency due to operational halts. To address this, the Maritime Safety Administration of the Ministry of Transport fully implemented the "One Matter for Ship Departure" service this year. By integrating 12 core matters required for ship departure, improving work mechanisms, enhancing data sharing, and optimizing business processes, the full-process handling time for ship departure services has been significantly reduced compared to the statutory time limit. This service was officially launched on July 1.
To effectively implement the "One Matter for Ship Departure" convenience initiative, Jiangyin Maritime Safety Administration has widely promoted the policy advantages, service measures, applicable conditions for non-stop certification, and application paths of the "One Matter for Ship Departure" through various channels such as government service hall bulletin boards, official websites, WeChat public accounts, and in-depth visits to shipping companies. They have focused on explaining the convenient model of "one application form, one set of materials, parallel processing, and simultaneous certification issuance," guiding companies to make the most of the reform benefits.
It is reported that the "He xx" vessel underwent a change in ownership due to a local sale, requiring the completion of several essential departure procedures, including ship deregistration, ownership registration, and radio station licenses. To address this, Jiangyin Maritime Safety Administration effectively integrated the "One Matter for Ship Departure" service with the "Non-Stop Certification for Ship Transfer" service model. By promoting parallel approval and integrated processing of multiple matters, the entire process was completed in just five working days, with all reviews and certifications issued simultaneously.
“While significantly reducing the time required for certification, we have also implemented non-stop certification to ensure normal production and operations during the ownership change of ships. This avoids idle capacity and economic losses caused by halting operations for certification, effectively reducing the operational and time costs for shipping companies,” said Jia Yabo, Deputy Director of Jiangyin Maritime Safety Administration.
Jiangyin Maritime Safety Administration will take the successful completion of the first "One Matter for Ship Departure" case as an opportunity to focus on addressing the urgent and challenging issues faced by shipping companies. They will continue to improve the standardization, normalization, and convenience of the "One Matter for Ship Departure" service mechanism, empowering the local shipping industry with better services and more practical measures to enhance quality and efficiency, injecting strong maritime momentum into the high-quality development of the port and shipping economy.
