Dongying's "2026 Fishing Season Escort Action" Fully Launched

At 12:00 on September 1, the four-month summer fishing moratorium in the Yellow Bohai Sea officially ended. A total of 1,100 fishing boats from six fishing ports in Dongying City set out to sea for operations, leading to a sharp increase in the density of commercial and fishing vessel intersections at sea. The prevention and control of collision accidents have entered a critical period. The Dongying Maritime Safety Administration, in conjunction with the Dongying Marine Development and Fisheries Bureau and other departments, simultaneously launched the "2026 Fishing Season Escort Action." Maritime, fisheries, coast guard, and public security enforcement forces were fully mobilized to build a multi-dimensional maritime traffic safety defense line for the fishing season.

Before the fishing season began, multiple departments, including maritime and fisheries, jointly conducted educational activities such as a commercial and fishing safety production seminar, "face-to-face" meetings with commercial and fishing vessel captains, the "first lesson of the fishing season," and interactive crew boarding experiences. These activities aimed to educate fishery practitioners about navigation channels, routes, anchorages, safe operation zones, and relevant laws and regulations. They also reported cases of commercial and fishing vessel collisions and violations to deepen the effect of warning education and firmly prevent unsafe behaviors such as ignoring very high frequency (VHF) communications, obstructing navigation in shipping lanes, and cutting across the bows of other vessels.

On the first day of the fishing season, on-site maritime control was comprehensively upgraded. The Dongying Maritime Safety Administration deployed a convoy of three law enforcement vessels, including the "Haixun 05401," to provide full-time protection for the concentrated departure of fishing boats. During this joint "fishing protection" operation, a total of 36 law enforcement personnel, three law enforcement vessels, and six drones were deployed. The operation covered over 70 nautical miles of maritime patrols and 6.5 hours of drone aerial surveillance, effectively ensuring the safety of vessel navigation on the first day of the fishing season.

After the fishing season began, multiple departments conducted joint duty shifts to promote integrated traffic management for commercial and fishing vessels. During peak periods of fishing vessel entry and exit at ports, joint duty personnel issued navigation safety information in advance and implemented measures such as temporary traffic control, staggered departures, and speed adjustments to manage traffic flow and reduce the risk of vessel congestion. Additionally, they used VHF channel 16 to randomly check the watchkeeping status of commercial and fishing vessels, urging vessels to adhere to the "early, large, wide, clear" avoidance requirements, maintain proper lookout, and avoid cutting across the bows of other vessels.

It is reported that after the patrol on September 1, joint law enforcement forces will be stationed in high-risk collision areas for commercial and fishing vessels, transitioning to routine patrols after September 6. Moving forward, the Dongying Maritime Safety Administration will continue to deepen the integrated management mechanism for commercial and fishing vessels, improving the closed-loop management system of "detection—notification—disposal—feedback" to comprehensively safeguard the stability of maritime safety during the fishing season in the jurisdiction.
